What this program is

The New York City Department of Transportation (DOT) issues two different disability parking permits. The city placard permits free metered parking and parking in No Parking spaces citywide, subject to the official restrictions; it does not allow parking in bus stops, at hydrants, or in prohibited No Standing or No Stopping zones. The New York State blue hangtag is valid in designated accessible spaces across the United States and Canada, but within New York City only in designated off-street spaces. It does not grant city on-street parking rights.

Who can get it

City permit: require a private vehicle for transportation and have a permanent disability seriously impairing mobility, certified by your physician and a physician designated by the city Health Department. Non-drivers and children with qualifying disabilities may apply; applicants may live anywhere in the United States. The state permit has separate eligibility requirements described on the official page.

How to apply

All applications must be mailed; the service office is not open to visitors. Download the city application and follow its mailing instructions: https://www.nyc.gov/html/dot/downloads/pdf/nyc-pppd-permit-english.pdf. The city review may take up to 90 business days. For the state permit, use Department of Motor Vehicles (DMV) form MV-664.1 linked by the official page. Status questions: 718-433-3100.
