Driving help — Congestion Relief Zone discounts & exemptions
Was this information right?
What this program is
The Metropolitan Transportation Authority (MTA) Low-Income Discount Plan gives 50% off peak-period passenger-vehicle Congestion Relief Zone tolls after the first ten trips in a calendar month. The Individual Disability Exemption Plan exempts an enrolled vehicle when transporting the qualifying person. A separate state tax credit applies to zone residents with New York State adjusted gross income under $60,000.
Who can get it
Income plan: vehicle owners with prior-year federal adjusted gross income of $50,000 or less, or enrollment in the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), or Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). A valid E-ZPass New York account is required; recertify annually.
Disability plan: a disability preventing public-transit use, established through assessment, Access-A-Ride enrollment or a qualifying, still-valid city disability parking permit issued on or before November 15, 2024. Newer or expired permits require assessment. A designated caregiver's vehicle may qualify. The detailed disability-plan page specifies recertification every two years.
How to apply
