Adult Career and Continuing Education Services–Vocational Rehabilitation (ACCES-VR)

Adult Career and Continuing Education Services–Vocational Rehabilitation (ACCES-VR), within the New York State Education Department, can assist with transportation for assessment, diagnostic services and vocational rehabilitation services described in an Individualized Plan for Employment (IPE). Depending on needs and authorization, options include public transit, personal-vehicle mileage, taxis, ambulettes and paratransit. Alternatives and the least expensive suitable option are considered. This is not unrestricted travel assistance; transportation cannot be paid after the case closes. Separate policies may provide driver evaluation and training, and vehicle modifications needed for the employment outcome, subject to their requirements. Driver training requires a valid learner’s permit or license; vehicle modification has a financial-need review and is not paid retroactively.

To apply, a person must have a disability affecting the ability to secure, retain, advance in or regain employment, be at least 14 and be available and willing to participate in vocational rehabilitation. Transportation support has policy-specific financial-need rules and exceptions.
